Queue on a Different Server
Although you’ll mostly find Peruvians if you try to queue on US-West Server, there are fair shares of them queuing on the US-East server as well. So, if you are someone playing on a US server, you might have played with them on a daily basis.
By changing your playing region or server, you will be able to avoid them in your games to some extent. For the best result, try finding a match in EU-West or EU-East. Although this is not a guaranteed solution, it is helpful to some extent and prevents you from matching with them by a lot.
However, you should note that other regions also have non-English speaking or toxic players. I’ve heard Russian players are very toxic in EU servers and we have Filipinos and Indonesians ruling over the SEA region.
